About Metcom 911
METCOM 911 is an ORS190 Agency identified and governed by an Intergovernmental Agreement with all public safety stakeholders served. Management of the agency is the responsibility of the Executive Director by authority of the Governing Board.
We proudly serve and provide emergency telecommunications services to a diverse population of 94,000 throughout 36 communities located in Marion County, and portions of Linn and Clackamas County.
METCOM provides emergency call taking and dispatch services to 7 Law Enforcement Agencies, 15 Fire Districts, two Private Ambulance Districts, Marion County Public Works, Bureau of Land Management and the US Forest Service for Willamette National and Siuslaw National Forest.

METCOM is an Intergovernmental Agreement Agency recognized under the Oregon Revised Statute 190. METCOM was formed by the merger of two 9-1-1 Public Safety Answering Point (PSAP) centers and was conceptualized July 1, 2013. The Agreement forming METCOM was the result of the cooperative efforts of all the communities and public safety agencies served by METCOM.
Prior to METCOM being formed there were two consolidated dispatch centers that represented both the Northern and the Southern Marion County territory. The merger included the consolidation of the North Marion County Communications Center (NORCOM) and the Santiam Canyon Communications Center (SCCC). Together these two agencies supported 17 Fire Districts, 7 Law Enforcement Agencies and 2 Private Ambulance Service providers. Today METCOM continues to provide service to all these agencies and in addition, after hour service to Marion County Public Works, Bureau of Land Management and the US Forestry Department. METCOM also provides 24x7 Law Enforcement Dispatch Service to both the Willamette National Forest and the Siuslaw National Forest by way of serving the US Forest Service Law Enforcement Officers for those two Forest Territories.
Portions of neighboring counties (Linn and Clackamas) are included in the service delivery area for METCOM and continue to be supported through METCOM.
METCOM’s primary dispatch facility is located in the Woodburn Police Department building where NORCOM was previously housed. The prior SCCC facility is maintained as the Back Up 9-1-1 Center to METCOM located in Stayton, Oregon.
METCOM serves with a staff of 26 employees which include: 19 Full Time Dispatch/Call Takers, 2 Part-Time Dispatch/Call Takers, 3 Operation Supervisors, a Business Manager and the Executive Director. METCOM maintains contract for service agreements for I.T. Services, GIS Professional Services, Monthly Financials and other outside contract services when required.
